Bidding Question

I was West – the bidding went P – P – 4S – x – P to me. I took it out to 4D which was passed out and went 4 down for -200. My partner said I should have known his double was for penalties. I thought that as I was so weak we could not defeat 4Sx. A) Was my partner’s double correct? B) Was my take out wrong?
